Ferdinand L. Picardi was named the recipient of the 23rd annual Rhea Eckel Clark Citizenship Award at the Central New York Regional Planning and Development Board’s annual meeting that was held on December 17, 2008.

Mr. Picardi is a life resident of the Syracuse community, a graduate of LeMoyne College and the Syracuse University College of Law, and a veteran of the U.S. Navy. Mr. Picardi retired from the Hiscock and Barclay law firm in 1996 after 40 years of service, where he worked as the firm’s managing partner from 1975 to 1995.

Among his many community activities, Mr. Picardi served as a member of the LeMoyne College Board of Regents, a member of the Board of Directors for the Syracuse Boys and Girls Club, Chair of the Human Rights Review Board, and Chair of the Professional Division of the United Way. Mr. Picardi’s dedication and service to Central New York is also exemplified by his remarkable thirty year tenure as a member of Onondaga County’s Metropolitan Water Board, including the past three years as the Chairman and Presiding Officer. Mr. Picardi also currently serves as the Vice-Chair of the Onondaga County Water Authority.
